UGC regulations on curbing the menace of Ragging and gender violence in Universities and Colleges campuses.
Curbing the menace of Ragging on campus:
1. Anti-ragging regulations are mandatory for the Universities and the colleges.
2. There is an anti-ragging cell in the UGC to monitor exclusively the ragging cases.
3. It is mandatory for the students and parents for online submission of undertakings on antiranging.
4. The punishments for not curbing the ragging in the Educational Institutions are twofold;
5. As per section 12-B of UGC Act, Educational Institutions are liable to forfeit affiliation/recognition & other privileges.
6. The students involved in such acts shall be suspended /rusticated from the campuses apart from imposing penalties other punishments as per law.
Curbing the gender based violence and harassment on campus:
1. The University Grants Commission (UGC) and All India Council of Technical Education (AICTE) issued advisory to all educational institutions to establish a cell to monitor and to deal with issues of gender based violence cases. They have been also requested to develop a page on their website for loading such complaints of sexual harassment and to take prompt action as soon as such incident comes to their notice.
2. The Universities and Colleges must give effect to this policy of gender based violence to maintain a zero tolerance level on campuses with a view to eliminating culture of impunity.
3. In order to sensitize the management and the teachers of the institutions and to work out a road map of action for the guidance of colleges and other institutions the UGC has requested the Universities to hold conferences, seminars and conducting of workshops and classes of self-defence and studies.
The Telangana State Council of Higher Education, Hyderabad direct the Universities, Colleges and Institutions in the State to initiate all precautionary measures and implement rigorously the curbs on ragging and gender violence on campuses in Telangana.
Punishments to the students who are involved in ragging.
The student will be removed from the college if he/she is found involved in serious ragging.
Disciplinary action will be taken against the students who are involved in ragging.
The following measures help to prevent ragging
Proper counselling is given to the senior students to avoid ragging.
Awareness programmes are conducted in the college, skits are organized to avoid ragging.
Warning messages and notices are given to the senior students by listing the punishments and disciplinary actions, to prevent ragging. The government circular about the ragging punishments is also circulated.
Ragging can be prevented by placing various anti ragging boards and banners in the college premises. The complaint and suggestion boxes are also installed in various places of the college premises.
The college help line numbers and mobile numbers are circulated to the first year students that will help to make a complaint about ragging.
